May I ask what version of xampp is used to develop 'mod_harbour_v2'?

I try to download 'xampp-windows-x64-7.4.33-0-VC15-installer.exe' to install, but there is always an error when I start apache, the windows system shows the error message 'libapr-1.dll' start An error occurred!!

I have tried to track 'mod_harbour_v2' and found that it opened 10 threads at the beginning. When executing the .prg decoding work, I also found that it executed 10 decoding actions. Can anyone tell me why? Why does a .prg need to be decoded 10 times?
